C&rsquo;est ce qu&rsquo;affirme l&rsquo;Organisation des Nations Unies pour les droits de l&rsquo;homme dans son dernier rapport \u00e0 l&rsquo;attention de la Suisse. Le r\u00e9chauffement climatique, auquel la Suisse et en particulier sa place financi\u00e8re contribuent massivement, entra\u00eenera des dizaines de millions d&rsquo;enfants souffrant de malnutrition d&rsquo;ici 2050 et plus de cent mille d\u00e9c\u00e8s d&rsquo;enfants d\u00e9j\u00e0 en 2030.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Dans le cadre de son dernier rapport national sur le respect des droits de l&rsquo;enfant, l&rsquo;ONU d\u00e9nonce, entre autres, l&rsquo;impact climatique n\u00e9faste de la place financi\u00e8re suisse. La commission responsable d\u00e9plore l&#8217;empreinte CO2 disproportionn\u00e9e des investissements publics et priv\u00e9s dans les \u00e9nergies fossiles notamment. Selon le dernier rapport, le r\u00e9chauffement climatique qui en r\u00e9sulte met en danger la sant\u00e9 des enfants dans le monde entier.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00abLes banques suisses, la Banque nationale suisse et les caisses de pension continuent de financer l&rsquo;inondation incontr\u00f4l\u00e9e de l&rsquo;\u00e9conomie mondiale par le charbon, le p\u00e9trole et le gaz fossile\u00bb, d\u00e9clare Christian L\u00fcthi, directeur de l&rsquo;Alliance climatique. \u00abL&rsquo;ONU \u00e9tablit un lien de causalit\u00e9 \u00e0 valeur juridique entre ces flux financiers et la violation des droits de l&rsquo;enfant. Elle met en \u00e9vidence ainsi une responsabilit\u00e9 conjointe de la place financi\u00e8re suisse dans l&rsquo;augmentation de la malnutrition et du nombre de d\u00e9c\u00e8s d&rsquo;enfants. Pour contrer cela, l&rsquo;Alliance climatique suisse envisage de lancer une initiative populaire pour une place financi\u00e8re respectueuse du climat\u00bb, poursuit Christian L\u00fcthi.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La Commission pour la protection des droits de l&rsquo;enfant consid\u00e8re le r\u00e9chauffement climatique comme l&rsquo;une des menaces les plus urgentes et les plus graves pour le droit \u00e0 la vie des g\u00e9n\u00e9rations actuelles et futures. Ainsi, le r\u00e9chauffement climatique entra\u00eenera 60000 et 48000 d\u00e9c\u00e8s suppl\u00e9mentaires dus \u00e0 la malaria et aux maladies diarrh\u00e9iques, respectivement, chez les enfants de moins de 15 ans d&rsquo;ici 2030. En outre, le rapport national de l&rsquo;ONU anticipe 95000 d\u00e9c\u00e8s suppl\u00e9mentaires dus \u00e0 la malnutrition chez les enfants de moins de 5 ans d&rsquo;ici 2030 et 24 millions d&rsquo;enfants malnutris suppl\u00e9mentaires d&rsquo;ici 2050.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Informations de fond <\/b><\/p>\n<p><span style=\"text-decoration: underline;\"><span style=\"font-weight: 400;\">Le r\u00e9chauffement climatique et les droits de l&rsquo;enfant<\/span><\/span><\/p>\n<p><a href=\"https:\/\/www.ohchr.org\/EN\/HRBodies\/CRC\/Pages\/CRC_GC26_concept_note.aspx\"><span style=\"font-weight: 400;\">UN Human Rights, Office of the High Commissioner, Committee on the Rights of Children, General comment on children&rsquo;s rights and the environment with a special focus on climate change<\/span><\/a>\u00a0(fin septembre 2021)\u00a0<span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Climate change will cause an additional 60,000 and 48,000 deaths from malaria and diarrhoeal disease respectively among children under 15 by 2030; it will be responsible for an additional 95,000 deaths from undernutrition in children aged under 5 by 2030 and an additional 24 million undernourished children by 2050.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u2026 while all children are exceptionally vulnerable to climate change, children with disabilities, children on the move, children living in poverty, children separated from their families, and the youngest are most at risk. Climate change is also exacerbating the impacts of disasters as it increases the frequency and severity of weather and climate hazards. The scientific evidence has also pointed to increase in the frequency, magnitude and duration of extreme weather events, such as heat waves, drought and associated wildfires, heavy rain, and coastal flooding due to the increased greenhouse gases driving the climate change.<\/span><\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\">Place financi\u00e8re et impact climatique sur les Rights, Committee on the Rights of the Child, Concluding observations on the combined fifth and sixth periodic reports of Switzerland<\/span><\/a><span style=\"font-weight: 400;\"> (fin septembre 2021)\u00a0:<\/span><\/p>\n<p>Impact of climate change on the rights of the child<\/p>\n<ol start=\"37\">\n<li><span style=\"font-weight: 400;\">The Committee is concerned about the <\/span><b>disproportionately high carbon footprint <\/b><span style=\"font-weight: 400;\">of the State party, <\/span><b>in particular through investments made in fossil fuels by its financial institutions<\/b><span style=\"font-weight: 400;\">, and the negative impact of climate change and air pollution on children\u2019s health. \u2026 the Committee recommends that the State party:<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">(a) Reduce greenhouse gas emissions in line with the State party\u2019s\u00a0<\/span><span style=\"font-weight: 400;\">international commitments and ensure that the Federal Council strategy of net zero emissions by 2050 is implemented in accordance with the principles of the Convention;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(b) Conduct an assessment of policies and practices related to the aviation and\u00a0<\/span><span style=\"font-weight: 400;\">transport sectors and the impacts of the resulting atmospheric pollution and greenhouse gas emissions on children\u2019s rights as a basis for designing a well-resourced strategy to remedy the situation including <\/span><b>investments in carbon-neutral technologies<\/b><span style=\"font-weight: 400;\">;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(c) <\/span><b>Ensure that private and publicly owned financial institutions take into\u00a0<\/b><b>consideration the implications of their investments upon climate change and the resulting harmful impacts on children<\/b><span style=\"font-weight: 400;\">, including introducing regular monitoring and evaluation of financial institutions with regard to their investment activities and adopting binding rules for these
